Satellite Industry Association Announces Executive Committee Officers for 2026
Washington, D.C., January 7, 2026 – The Satellite Industry Association (SIA) today announced the SIA Board of Directors has elected the following persons as executive committee officers for 2026: Peter Davidson of SES as Chair, Stacy Fuller of DIRECTV as Vice Chair and Kara Leibin Azocar of Iridium as Treasurer.
“First, I would like to thank outgoing Executive Chair Danielle Piñeres at Planet Labs for her much-appreciated service promoting SIA in our 30th anniversary year and the commercial satellite industry over the past 12 months,” said Tom Stroup, president of the Satellite Industry Association. “Thanks to the tremendous work of the Association, the Executive Committee and its members, SIA continued to successfully advocate for an industry that continues to expand at an unprecedented rate.
“Our incoming executive committee collectively represents firms that utilize both NGSO and GEO satellite technologies and each member of the Executive Committee brings with them a strong level of space policy regulatory and leadership expertise. As SIA enters its fourth decade of advocating on behalf of the commercial satellite industry – the Association looks forward to continuing to work with regulators and lawmakers to help cultivate a space policy regime that will help ensure Americas’ space industry and satellite innovation leadership.”
Peter B. Davidson is Vice President of Government Relations at SES. Mr. Davidson has served as the VP of Government Relations at SES since July of 2025. Prior to that, he served as VP Government Affairs at Intelsat, Deputy Dean for Strategic Initiatives at the Antonin Scalia Law School at George Mason University, General Counsel of the U.S. Department of Commerce, SVP of Government Affairs at Verizon Communications, General Counsel of the U.S. Trade Representative, VP Government Affairs at USWEST and Qwest, General Counsel and Policy Director for the Majority Leader of the U.S House of Representatives, and Attorney-Advisor in the Office of Legal Counsel at the Department of Justice.
He is a native Minnesotan, and graduate of Carleton College and the University of Virginia School of Law.
Stacy Fuller is Senior Vice President, External Affairs at DIRECTV. In this position, she is responsible for overseeing all federal, state and local legislative and regulatory issues impacting the company. Prior to joining DIRECTV in 2005, Ms. Fuller was Media Legal Advisor to former FCC Commissioner Abernathy. Before serving in the government, she worked at Skadden, Arps, Slate, Meagher & Flom, LLP, Discovery Communications, Inc., Alston & Bird, and Wiley, Rein & Fielding.
Ms. Fuller is a graduate of Emory University School of Law and the University of Michigan.
Kara Leibin Azocar is Vice President, Regulatory at Iridium Satellite LLC. Ms. Azocar leads global regulatory affairs and public policy initiatives at Iridium. She graduated cum laude from The Catholic University of America Columbus School of Law with a Certificate in Communications Law Studies. For almost 15 years, Ms. Azocar has counseled clients on a broad range of issues surrounding communications law, policy and regulation for companies in the satellite, wireless, wireline, and media industries, enabling her to provide valuable advice to clients concerning the changing landscape. Prior to joining Iridium in May 2023, Ms. Azocar worked for an Alaska-based telecommunications and media provider.
